I Can Read Learning Centres in Singapore remain closed till further notice

On 19 May 2020, the Ministry of Health (MOH) issued a statement regarding the lifting of the circuit breaker in phases and that all tuition and enrichment centres are to remain closed until the end of Phase 1. All I Can Read Learning Centres will continue to be closed till further notice.


We understand that you are eagerly waiting for our Learning Centres to reopen to have your children resume their lessons. However, let us remain patient and co-operate with the government authorities to ensure that the risk of infection within the community is minimised.

In the meantime, classes will continue to be conducted online via our I Can Read Web-Class platform with “live” lessons. The current discount for the course fees will continue to apply. We appreciate your support in continuing your child’s learning with us during this challenging period of time.

I Can Read Web-Class

Once again, we greatly appreciate your support in continuing your child’s learning with us during this period of lesson suspension at our I Can Read centres.

As you are aware, to combat the spread of Covid-19 with greater effectiveness, the Multi-Ministry Taskforce has extended the Circuit Breaker period by another four weeks till 1st June 2020. This would mean that enrichment centres like I Can Read will have to continue with online lessons during this period. Please be assured that we remain committed to ensuring your child’s learning journey with us is enriching.

Since the launch of I Can Read Web Class programme on 3rd April 2020, about 70% of our student base have signed up and attended the online lessons. From the recently concluded customer survey, we are also very pleased to know that the approval rating of the programme exceeds 70%. The ICR team is extremely thrilled that the programme has been well-received by all stakeholders. We have also gathered valuable feedback and have identified a few areas of improvement. For example, many parents have commented that the duration of some of the levels could be longer than the current 45 minutes, among others. We have considered your feedback and are making some changes to the programme going forward, as outlined below.


Duration for Web Class

The current lesson duration for each level as indicated below will continue until 30th April 2020:



From 2nd May 2020 onwards, the lesson duration will be changed as follows:



We will be making some adjustments to the current timetable, but to minimise the disruption to your schedule, the web classes will be held on the same day, at a similar time as your child’s current physical lessons at our centres. Please log on to the web class platform to check your child’s schedule on 1st May 2020.

Resources for Primary English Programme Classes

In response to parents’ and teachers’ feedback on the need for additional resources, we will provide
  1. a link for you to download the weekly PEP Worksheets. Please print these Lesson Worksheets before lesson proper for lessons starting from 2nd May 2020 onwards.
  2. additional Video Lessons based on part of our weekly worksheets for all our Primary English Programme (PEP) students. These video lessons will be made available for downloads from 2nd May 2020 onwards.
PEP students will be furthered notified on the links to download Lesson Worksheets before the lesson and the Video Lessons after the lessons.


Resources Pre-Reading, Reading and Pre-Primary Student Classes

Most students will have the necessary books distributed to them when joining these classes for the first time. Certain Reading Classes students may need new books and certain Pre-Reading and Pre-Primary students may have been promoted during this period and not received their books. While the student resources required for web classes are already made available on the web class platform, we recognize that it may be more effective for students to have some of the materials readily available in physical format.

For many students in Reading and Pre-Reading courses, we have done one round of issuance via courier service to your residence in cases where you were unable to collect the materials before the centre closure. We did face certain challenges with the tight resources situation in the Logistics industry. We have engaged more courier service providers to step up the delivery of these books to ensure that all students will receive their books as soon as possible.


Address and Email

To ensure that we are reaching you at the correct email and residential addresses, we need to have your updated residential addresses and email accounts in our system. It would be greatly appreciated if you can log on to the Student Portal to check and confirm this information by 28th April 2020 via https://cenopsys2.icanread.asia/auth/student_login.

If you need any assistance, please contact our Centre Staff who are working from home during the Circuit Breaker. You can reach them via the Centre Email and Centre Number, which will be automatically directed to our staff.

Fees for Web Class

As communicated in March 2020, online lessons conducted from 3rd April to 30th April 2020 will be charged at a discounted rate of 50% of the normal course fees. This remains unchanged for students in Pre-Reading 1 and Pre-Reading 2 for the duration of the extended Circuit Breaker.

For the month of May, for Pre-Reading 3, Pre-Primary, Reading and Primary English Programme students, online lessons conducted will be at a discounted rate of 75% of the normal course fees.

A Credit Note will be issued separately for this purpose.


Moving Forward

If you have already signed up for the I Can Read Web Class programme, there are no further actions required at your end, except to ensure that your residential and email addresses with us are updated. We thank you for your support and welcome your valuable feedback.

If you are still not on our Web Classes and would like to sign up for the programme now, please submit your registration by visiting https://bit.ly/icrwc for a guide to complete a simple 3-step sign-up process. A gentle reminder that as part of the sign-up process, after you have created an account for your child, please inform us via https://bit.ly/icr_webclass so that we can place your child in the designated classes with the account that you have created. Please complete this early to avoid any disruption to your child’s lesson as the assignment of your child to their classes may take some time in the virtual classroom.

Suspension of Class at I Can Read Learning Centres due to COVID-19

Thank you for your understanding and patience in waiting for this update. We hope you and your family are doing well during these trying times.

As per our letter dated 25th March 2020, the Ministry of Health (MOH) issued a statement that all centre-based tuition and enrichment classes will be suspended to reduce the intermingling of students from different schools and enhance the safety of our students. In full compliance with this advisory, all classes held at our I Can Read Centres will be suspended from 27th March 2020 (Fri) to 30th April 2020 (Thu).


Your child’s welfare is our utmost priority and we will always give our best effort to ensure continuity in their learning journey and ensure they enjoy the process as well. During this period of lesson suspension at our centres, we will do the following for all our students:
  • The lessons missed from 27th March 2020 (Fri) to 2nd April 2020 (Thu) will be fully replaced during the scheduled June Term Break, i.e. from 15th June 2020 (Mon) to 21st June 2020 (Sun).
  • From 3rd April 2020 (Fri) to 30th April 2020 (Thu), the classes will be conducted online via our I Can Read web-class platform with “live” lessons. For Pre-Reading, Reading and Pre-Primary courses, each lesson will be 45 minutes with a maximum class size of 4 students. For Primary courses, the classes will remain intact and the lessons will also remain at 90 minutes. Online lessons conducted during this duration will be charged at a discounted rate of 50% of the normal course fees. A Credit Note will be issued separately for this purpose.
  • You will receive a separate communication from us regarding the simple setup needed, scheduling and technical support from us. 

I Can Read web-class is not a pre-recorded lesson. It is an online teaching platform enabling teachers and students to join in a virtual classroom “live” and learn in a collaborative online environment. The programme seeks to empower both teachers and students by providing a platform they need to make online learning personal and engaging. It has been successfully implemented since early February in I Can Read Centres in China, Hong Kong and Vietnam, who also have similar centre closures.

Teachers will create interactive blackboards using our digitised I Can Read resources, which will encourage students to collaborate, connect and most importantly, learn. Video conferencing tools are available on the platform to allow teachers to interact meaningfully with students through songs, built-in games and videos, allowing students to have fun while learning. Each lesson will be filled with fun and engaging activities that will allow your child to continue learning from the safety of your home.

Precautionary Measure Against COVID-19

Students who have returned from People’s Republic of China, Iran, Japan, Switzerland, United Kingdom, Republic of Korea, Italy, France, Spain, Germany or any ASEAN countries (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Vietnam) after 16 March 2020, 2359 hours, will be required to remain in their place of residence for a 14-day period under the Stay-Home Notice (SHN). During the duration of SHN, students are NOT to attend classes at I Can Read. If your child is placed under SHN or under quarantine by the Ministry, please submit this form (http://bit.ly/icr_shn20) and our staff will contact you to arrange for replacement of the affected lessons.

I Can Read will continue to practice the following precautionary measures to ensure the safety of students and centre staff:
  • Temperature taking and hand sanitisation for all students
  • Students with any household member on Home Quarantine Order needs to serve LOA of 14 days
  • Refrain parents and visitors from entering the centres
  • Centre Staff and Teachers are required to check their temperature twice a day
  • Classroom tables, chairs and door knobs are sanitized after every lesson
  • Main door is sanitised after every transition
  • Toys and puzzles used in class are sanitised 2-3 times a week
Kindly also help to complete this Travel Declaration form (http://bit.ly/icr_tdf20) before your child’s next lesson at I Can Read (nil response is required) if your child has travelled in the last 14 days. For future travels, please submit within 3 days of departure or before your child’s next scheduled lesson, whichever is earlier.   • If your child is unwell, please seek medical attention and contact us to arrange for a replacement lesson(s)

In addition, I Can Read will also adopt the Ministry of Education’s (MOE) lead in implementing the Leave of Absence (LOA) of 14 days for all students and staff who have been out of Singapore on or after 14 March.

Tighter Measures To Minimise Further Spread of COVID-19

On 24 March 2020, the Ministry of Health (MOH) issued a statement that all centre-based tuition and enrichment classes will be suspended to reduce the intermingling of students from different schools and enhance the safety of our students. Hence, please take note that all classes held at our I Can Read Centres will be suspended from 27 March 2020 (Fri) to 30 April 2020 (Thu).


We understand that you will have questions regarding your child’s classes during this period of closure and the plans that we will be putting in place, as the latest measure will have a significant impact on your child’s learning.

Our Academic Team is finalising our online learning solutions which we will roll out in the near future, so that your child can continue their learning journey with us. This online solution has been successfully implemented since early February in I Can Read Centres in China, Hong Kong and Vietnam, who also have similar centre closures.

Further information will be provided in due course. We seek your understanding and patience in this matter.

During this period when physical classes are suspended, our centre will remain open for enquiries and payments. However, we strongly encourage parents to make payment via the e-payment function in the Student Portal, or make use of the cheque deposit box located at the Front Desk counter.

Additional Precautionary Measures Against Novel Coronavirus (COVID-19)

In addition to the precautionary measures implemented to date, e.g. implementing Leave of Absence (LOA) for students and staff who have returned from the People’s Republic of China, body temperature screening and hand sanitisation for all students, parents and visitors entering the centre etc., we have also implemented the following additional measures.

  • Classroom tables, chairs and door knobs are sanitized after every lesson
